The choice of members to the Philadelphia Park Commission is not made elective, because mere politicians and not those acquainted with the business desired might be elected. So the Judges of the courts are given the power to appoint. In the place of the late Hon. John Welsh they have appointed Mr. E. H. Fitler, the well-known wealthy rope manufacturer, and a very able and prominent politician. Mr. F. has never been known to have any taste for, or interest in gardening. He is, however, an excellent gentleman, and so far the selection is acceptable to the people.
