Section 22. The taxing power is the highest prerogative of sovereignty and is conferred on counties only by express grant of the legislature, or by necessary implication of its laws; there is no inherent power in counties to levy and collect taxes, but such power is usually conferred by statute expressly or by necessary implication.

The power of counties in the matter of levying taxes, is dependent upon the constitutions of the various states and their fiscal legislation.
