No legislative power with reference to quarantine is specifically given to the Federal Government by the Constitution, but that government has very broad powers on the subject as incidental to its control of foreign and interstate commerce, admiralty and maritime matters, and foreign relations. To only a moderate extent, however, has this federal power been exercised.2
